Hyderabad: Pulling the curtains down on the confusion that had arisen on the issue of waiver of agricultural loans, Telangana Chief Minister K Chandrasekhar Rao on Friday announced that all loans, even those which had been taken by hypothecating gold, would be waived off for the financial year 2013-14. KCR said the loan waiver would benefit 26 lakh farmers who are in distress. It would put a burden to the tune of Rs 19,500 crore on the public exchequer. The government, he said, would come out with detailed modalities within a week.

In his marathon reply to the motion of thanks to the Governors address, Rao said that he would like to introduce a new system of governance since Telangana needs to be “reinvented and reoriented in regard to Education, Irrigation, and Power.” He said the government would henceforth seek the participation of all opposition parties in taking decisions on all important issues. The government apart from holding all party meetings will also lead a delegation of all party leaders to New Delhi to see that it gets central help in reconstruction of the new state.

He called upon all the political parties to cooperate with the government in creating “Golden Telangana.” He said politics could take upper hand in the fourth year and if the opposition parties felt that the government had not been able to keep up its promise, it could expose them before the people.

“Holistic development of Telangana should be the aim of all the parties and said that the camaraderie that exhibited in the fight for separate state should continue to see that T state was put on par with other developed states in the country.

Among the other important promises made by KCR were to provide 12 per cent reservation to Muslims and Tribals, each would be fulfilled in accordance with the Constitutional provisions. He said the government would follow the Tamil Nadu system to implement the reservations. Tamil Nadu, he said, had 69 per cent reservation as against 50 per cent cap put by the Constitution. In Telangana, 85 per cent of population belongs to weaker sections, including BC, SC, ST and Minorities and the remaining 15 per cent were forward castes.

The Chief Minister also promised that Rs 1 lakh crore would be earmarked for the welfare of weaker sections in the next five years. Another Rs 50,000 crore would be spent for Dalits welfare besides giving 3 acres of land to landless labour. KCR reiterated that he would root out political corruption. He said all the cases pending against Telangana activists would be withdrawn.
