It is learnt that the State government, which is still in the process of assessing the ground situation, would come out with a contingency plan soon. It is also examining the possibility of making higher allocations in the budget as departments of Revenue and Panchayat Raj, which are supposed to implement the contingency plan, were seeking more funds.

The TS budget would be presented to the Assembly probably on September 12.

Meanwhile, the political parties as well as Zila Parishads were demanding that the government declare these districts as drought-affected.

Sources said that the Panchayat Raj department had estimated that it would require at least Rs 2,000 crore to implement the employment guarantee scheme and hence it was insisting that the State government should be liberal in making budgetary allocation if needed by reducing allocations to other departments.

They claim that if the government allocates more funds for Panchayat Raj it can also utilise the funds available with the rural development department and meet the situation. Sources said the government may even increase the number of days under employment guarantee scheme to 200 days from the present 150.

BJP MP Bandaru Dattatreya said that 27 distressed farmers had so far committed suicide in Telangana State after TRS government came to power. Dattatreya urged Chief Minister K Chandrasekhar Rao to tour the State to get the first-hand knowledge of the farmers’ problems. He said 414 mandals in Telangana State reeled under drought conditions due to the failure of monsoon. There was a three-fold deficit in rainfall against normal.

In these circumstances, he asked KCR to lead an all-party delegation to New Delhi to request the Centre to bail out agriculture sector in the State from its crisis.
