Hyderabad: State employees are waiting with baited breath for the final decision of the Union Government on the issue of their distribution between the two States.
According to sources in New Delhi, the Kamalanathan panel’s report, which is with Prime Minister Office (PMO), is likely to get clearance from the Prime Minister Narendra Modi soon.
However, the big question being raised by employee unions’ is, will the distribution process be limited to only the State level or will it percolate to district level, where sizable number of Seemandhra natives is employed.
According to employee leaders, the panel just focused on distribution of staff working in Secretariat and 140-odd HoDs, which does not exceed 60,000 employees. However, they question about relocation of 40,000 non-Telangana employees working in all districts.
Elaborating details, TGO organising secretary T Saleemuddin pointed out that there was a four-tier system of appointments i.e., district cadre, zonal cadre, multi-zonal cadre and State cadre in the united Andhra Pradesh State. Twenty per cent in district cadre (attender or junior assistant posts), 30 per cent in zonal cadre (senior assistant and next two higher levels) and 40 per cent in multi-zonal cadre (first Gazetted rank post) was earmarked for non-local/open category.
In united AP, non-Telangana people occupied posts under these three categories in Telangana districts. Now if distribution was just limited to State cadre only, then thousands of Seemandhra natives employed here under non-local category would be deemed as Telangana staff forever in the new State, he said. On the other hand, some contend that gross violations were committed in Presidential Order and 610 GO resulting in over 1.5 lakh jobs in Telangana region being occupied by people from other region in the last five decades. Various commissions, including Girglani, set up to probe into alleged irregularities in government recruitments acknowledged this injustice, they reminded.
Limiting distribution only to State cadre was nothing but legitimising posts that were occupied illegally in Telangana districts including Hyderabad, few Unions opined.
Meanwhile, Telangana Non-gazetted Officers (TNGO) leader G Deviprasad confirmed that Kamalanathan panel would not look into staff distribution in other cadre except State cadre. It is for both Chief Ministers to sit and arrive at a decision, to take back their native staff working in other region, and take the consent of the Centre for the same. Telangana government has agreed to take back, while the AP government was yet to give its nod on this, he said.
