Warangal: The speakers at the ‘State Conference for BC-Sub-plan’ have called upon the community members to wage a collective struggle to achieve the sub-plan for the welfare of the Backward Classes.

The conference was held under the aegis of ‘BC-Sub-Plan Sadhana Committee’ at Kakatiya University auditorium in Hanamkonda on Sunday. A host of Left wing leaders, BC organizations and several scholars attended the conference.

A ‘Warangal Declaration’, listing of suggestions on the Sub-Plan was released on the occasion by the leaders. Agitations would be held in various phases across the state to put pressure on the government to come up with the Sub-Plan on the lines of SC, ST sub-plan, the leaders added.

Increased budgetary allocation for backward classes, modernization of handicrafts industry, setting up a BC Commission, Atrocity Prevention Act for BCs, implementing land reforms and others were among the demands included in the ‘Warangal Declaration’.

Tammineni Veerabhadram of CPM, E Narasimham of CPI, Janaki Ramulu of RSP, E Venu of Forward Bloc, B Veeraiah of CPI (ML), Md. Ghouse of MCP, the Sadhana Committee president Prof. K Murali Manohar, its secretary Mettu Srinivas, leaders G Shyamala Goud, Tirunahari Seshu, Sangani Malleshwar, professors PL Visweswar Rao, I Tirumali, M Sarangapani and others attended the conference.

Addressing the conference Prof. Murali Manhohar stressed the need for conducting a caste-wise census of BCs to know the exact population of community in the state. Successive governments at the centre and in the state have neglected the development of the BCs, who constitute 50 percent of the total population.

He appealed to the leaders of Congress, BJP, TDP and TRS to support the demand for a Sub-Plan while warning that those who fail to support the cause would be treated as ‘anti-BCs’. He reminded the fact that about 62 percent of BCs were living below the poverty line. Committee Secretary Srinivas said that people of some castes among the BCs, who were mainly nomadic, were leading miserable lives while many castes were not included in the category of BCs.

According to a recent survey by the TRS government, about 1.86 crore people belonging to 112 castes fall under BC category in Telangana, yet the government made meagre funds allocation in its budget, he lamented.

Addressing the gathering, CPM state secretary Veerabhadram said the demand for a Sub-plan was basically aimed at achieving equality of all communities and it was not a problem of a single community. All the political parties should support the BC Sub-plan demand else they would lose the backing of the communities, he warned.
