Replying to the debate on “Failure of monsoon and measures taken for welfare of farmers”, the Chief Minister said the government will waive off the remaining Rs 8,500 crore in a single go once it receives from the Centre the pending arrears and funds through FRBM (Fiscal Responsibility and Budget Management).

Unlike the previous governments, the TRS regime allotted Rs 17,000 crore and waived off crop loans in two installments, the Chief Minister said.

In coordination with the BJP, the TRS will seek the Centre to release the funds due to the Telangana State as per 14th Finance Commission recommendations.

He reiterated that the government would waive-off the rest of the loans on getting about Rs 3000 crore – 5 per cent of funds of actual allocation through FRBM and Rs 1000 crore through GO59.

“From the Centre we have yet to get Rs 4,500 crore towards commercial taxes,” he said. Flaying the opposition for their continuous allegations, the Chief Minister said that they welcome constructive criticism for development.

Asserting the need to take up short, medium and long-term measures to curb the farmers suicides, KCR said completion of pending and new irrigation projects to utilise 1,200 TMC of water from Krishna and Godavari,

promoting state as “seed bowl of India”, promotion of agriculture research in a big way and round-the-clock power supply to agriculture from 2018 were some of the measures the government was taking to help the agriculture sector.

To strengthen the power sector, the government is setting up power projects with 25,000 MW installed capacity at the cost of Rs 95,000 crore and from March end or April first week next year 9-hour power will be supplied to farming sector during day time, he stated.

KCR said the seed companies have already come forward to adopt each mandal and help farmers to produce seeds. A meeting with the companies will be organised on October 5.

To give a big fillip to agriculture research, scientists from Israel will provide training to agriculture university professors and officials in the department, he said.

KCR said no agricultural research was taken up in the past and great injustice was meted out to the state over a period of 58 years.
