Sangareddy: While the news of farmers resorting to suicides due to failed crops is heart-wrenching, equally distressing is the plight of families of the deceased who are the receiving end of government officials who decide whether the family deserves to be compensated or not.

GO 421 and GO 173 of the Telangana Government provide relief to the families of farmers who commit suicide due to the burden of debt.

As stated in the GO, a committee comprising Revenue Divisional Officer (RDO), deputy superintendent of police (DSP) and officials of the Agriculture Department will determine the eligibility for compensation and settle debts of the family.

But many families in the district claim that none of the higher officials follow the process of inquiry and handover that job to the Mandal Revenue Officer (MRO) and other lower officials.

This is where most of the applications get rejected where the officials take advantage of the loopholes due to discrepancies.

For example, it is quite common for farmers in villages to get loans from private moneylenders without signing any documents and do so with village elders providing surety.

In such cases, the debt papers and signatures of the borrower can’t be produced. This results in rejection of compensation applications.

Many find the thirteen documents being demanded by officials for the grant of compensation taxing as it is impossible for the victim’s families to accurately present their case, however genuine it may be.

According to Pakala Srihari Rao, president of the Rythu Rakshana Samithi, the officials do not go to villages and conduct the Gram Sabha to determine the cause of death. They just use their discretion in determining it.

The samithi has demanded that the officials conduct and inquiry within a month of a farmer’s death and deliver the compensation within five months to the victim’s families.

They added that the FIR, forensic lab report and a resolution in the Gram Sabha is enough to determine the eligibility for compensation.

“The GOs directs the officials to send kids affected by parents’ suicides to schools and allot houses to families under the Indira Awas Yojna, apart from making all welfare schemes available to the bereaved family.

The MRO also has to keep a watch on the families. However, this is not being practiced,” stated Srihari.
