Hyderabad: Thousands of students from Andhra Pradesh pursuing professional courses in Telangana are left in a catch-22 situation due to the cutoff date fixed by the AP government to provide local status.

According to Andhra Pradesh Gazetted Officers Association president K V Krishnaiah, there are around 1,000 children of secretariat employees pursuing engineering, medicine and other professional courses in various colleges in Hyderabad. All these people will have to shift before June 2, 2017, if they wanted to be counted under local category in AP.

“But, now the issue is that most of them are not in a position to shift before that date fixed by the government. Because, all these students have executed an agreement with their respective colleges, that if they drop the course in the middle, then they will pay the fee for whole course of four years,” said an official from the Civil Supplies Department. This comes to about Rs 2 to Rs 4 lakh per student, he added.

Another issue is that now the Board of Intermediate Education and Jawaharlal Nehru Technological University belong to two different states. So, if any student wanted to take a Transfer Certificate from TS colleges and join another college in AP, then they are asked to reappear and complete the same course papers that they had already passed during their study in TS colleges.
When asked, sources in the State Higher Education Department pointed out that the only way out was that the BIEs and JNTUs of both States should enter into MoUs to allow admission of students on transfer without reappearing in the similar course papers that they have already completed.
Speaking to The Hans India, Krishnaiah said, “This issue has not come up during earlier discussions on shifting between the employees and the government. Now, we will make a representation to the government to sort out this issue.” Representatives of the AP Secretariat Employees Association and APNGOs Association are also planning to meet Chief Secretary IYR Krishna Rao seeking his intervention.
