Hyderabad: The Hyderabad Metropolitan Development Authority (HMDA) will set up facilitation centres at all 36 mandal offices to receive applications for Building Penalisation Scheme (BPS) and Layout Regularisation Scheme (LRS) from the citizens. Besides this, the citizens also can apply online by logging on to the official website www.hmda.gov.in.
Speaking to the media, HMDA Commissioner T Chiranjeevulu said, “To regularise unauthorised layouts under LRS and buildings under BPS scheme, the municipal authority has decided set up two facilitation centres at the head office.”
“After logging into the website, a registration number would be sent to the customer’s mobile phone for future reference,” he added. Chiranjeevulu stated that the registration number would help the authorities to maintain transparency, accountability and that it would be easy to track the status of the application.
He added that the HMDA officials would inform the applicant prior to the inspection of layout or building to the mobile number provided during registration. Applicants should carry a set of hard copies of the registration and layout during the inspection.
They can consult the officials and if they failed to respond, citizens can contact a toll free number which will be provided at the earliest. The citizens with no bank account or technical knowledge to use a debit or credit card will be provided a challan copy to
deposit the same in any nationalised banks.
The HMDA Commissioner also said that as far as BRS is concerned, all constructions that were built between January 1, 1985 and October 28, 2015, in deviation of building plan, are eligible to apply for this scheme. Constructions that were built on government lands, tank bed or Sikham lands would not be regularised and such applications would be rejected. A payment of Rs 10,000 as penalty would be collected initially.
Chiranjeevulu also warned citizens that there will be severe consequences if the unauthorised layouts or plots and buildings are not regularised within the stipulated time. Such unapproved layouts shall be recorded in the Prohibitory Register of the Registration Department and no sale / disposal or transactions shall be allowed in such sites.
Other enforcement action including demolition of buildings will be initiated, he added. He clarified that no building approvals shall be considered by the building sanctioning authority in such unapproved layouts or plots after the prior date. The HMDA will conduct campaigns and distribute pamphlets to educate citizens about the schemes from November 25. The revenue generated from relugarisation will be used to develop respective layouts by providing civic amenities and infrastructure.
