Hyderabad: Major departments have inflated the budget estimates for the year 2016-17, but the Finance Department rejected and asked the Heads of Departments (HoDs) to come up with fresh
proposals.
According to sources, key departments, such as Roads and Buildings, Municipal Administration and Urban Development, Panchayat Raj and Rural, Energy, Health and Medical and Civil Supplies, Housing and Education had doubled the budget estimates as compared to 2015-16. The officials said the Road and Buildings Department alone had sought Rs 12,000 crore as against Rs 5,000 crore allocated in 2015-16 budget under plan and non- plan.
The R&B officials told The Hans India that the pending projects and development of double lane roads connecting all mandals with district headquarters was the main reason for the increase in estimations.
Several proposals have been pending this year due to lack of funds, the officials said. Similarly, the Energy Department sought Rs 15,000 crore as against Rs 7,500 crore previous year to strengthen the distribution and transmission sectors and upgrade the power supply network in the cities and in
districts.
Sources said the MAUD and Health and Medical departments requested the government to allocate more funds for the development of infrastructure including road network, drinking water supply, construction of new hospitals and procurement of advance medical equipment and other installations.
They also brought to the notice of the Finance Department that only 50 per cent of the total funds earmarked this year were released during the last nine months, resulting in many developmental schemes coming to a grinding halt.
The officials of the Finance Department told The Hans India that the departments had inflated the estimations without considering the financial constraints being faced by the government.
Following the government’s decision to earmark major allocations to Irrigation and Water Grid next year, sources said that the meeting to be held by the state Finance Minister E Rajendar in December last week with Ministers of respective departments will discuss in detail the budget estimations presented by the HoDs and finalise allocations in accordance with the priority given to the welfare schemes and development programmes by the government.
The Finance department turned down the departments’ plea to double the allocations and instead asked all the departments to cut their expenditure under non – plan budget and the proposal under the plan budget should not exceed the previous financial year in view of financial constraints.
The government’s plan to earmark huge funds to Irrigation and Water Grid was also one the main reasons for reducing the funds to other sectors next year.
