Hyderabad: Differences between Telangana and Andhra Pradesh are coming in the way of allocation of Special Protection Force (SPF) personnel between the two Telugu speaking States. According to sources, Andhra Pradesh is stressing to apply the criteria of population ratio, as it is applied in case of other departmental staff between the two States. However, Telangana, on the other hand, has been stressing on the territory of where the personnel are working as the criteria.

As there is no agreement reached so far between the two States, the division of the elite forces between the two has come to a halt. However, both the States have expressed their desire to talk it out and sort out the differences. The elite forces include, AP Special Police, State Reserve Police, Octopus, Greyhounds and the like.

In addition to this, allocation of staff of Medical and Health departments has turned out as another big task before the Centre-appointed Kamalanathan Committee. Delay in submitting data of its Medical and Health department employees by Andhra Pradesh resulted in the delay in the staff allocation in the State.

Adding to this, there are also pending cases before the courts, where some employees had appealed, seeking that their seniority be decided before making allocations. A senior official clarified that it took years to sort out the seniority issues. So, the Andhra Pradesh government has requested the High Court to transfer all the cases to a single bench.

“Further, the government claims that there were judgments of the Supreme Court, asking not to interfere in the allocation of staff in case of the division of State. This, they hope, would come handy to get the stays vacated in case of the employees who had gone to the court on seniority issue.

Once the court vacates stays, then the other issues could be sorted out to finalise the allocation of staff between the two States by mid of February, much before March 2016 deadline fixed to complete the process of allocation of staff between the two States, the sources added.

So far, out of 99 departments, the Kamalanathan Committee has sent proposals for allocation of staff between the two States in case of 70 departments to the Centre. And, the Centre had accepted the allocation of staff of 66 departments, said a senior official.
