Roads are one of the basic modes of the transport system and important priority sector of infrastructure. Roads are the life-line of the state providing transportation facility over the length and breadth of the state.

Systematic development of road is one of the important pre-requisites for development and acceleration of Socio-economic growth of the State. Among the different modes of transportation systems, road transport carries more than 80 percent of the Goods and Passenger traffic.
The network of roads, particularly from villages to town/cities facilitates speedy movement of goods and services and ensures higher growth trends, social integrity and well-being of the society. The productivity and efficiency of Road transport are directly linked with the availability and quality of Road network.
In Telangana State, the road assets of R&B Dept. comprises of 24,245 km of road length. The density with reference to R&B Road Network in the State is 0.23 Kms per one square kilometer and 0.86 Kms per 1,000 persons.

Plan Works
Under plan works, capital nature of works, other than maintenance works is taken up. The main focus of the scheme is that works will be new road formations,construction of new bridges, widening and strengthening of the existing roads to the present traffic levels. It also includes construction of bridges at crossings without bridges, dilapidated bridge locations and widening of bridges.
• Widening of single lane roads to double lane roads were taken up for improving the connectivity between the different mandal headquarters and district headquarters. Under this scheme, 139 works covering 139 mandals for a length of 1,973 Km at a cost of Rs.2,572.50 crores has been taken up. Of which 125 works are in progress covering a length of 1630 Kms with a cost of Rs.2213.07 crores.
• Widening of other important single lane roads to double lane roads is aimed at improving the connectivity in the entire State. Under this scheme, 258 works for a length of 2,747 Km at an estimated cost of Rs.3668.32.00 crores has been taken up. About 120 works are in progress covering a length of 1078 Km at a cost of Rs.1388.01 crores and 10 works are completed covering a length of 43 Km at the cost of Rs.48.15 crore.
• Construction of bridges in place having dilapidated / narrow bridges, at crossings without bridges, including bridges across Krishna and Godavari Rivers would improve the traffic safety. Under this scheme, 358 works at an estimated cost of Rs. 1,718.27 crores have been taken up. Of which, 74 works at a cost of Rs.343.75 crores are in progress.
• Connecting District Headquarters to State capital by 4-lane roads.
• Formation of Ring Roads to district Headquarters & important towns. This intervention would cover important towns and improve connectivity for smoothtraffic for faster mobility.
• Under other plan works, 190 works at an estimated cost of Rs.2138.22 crore covering a length of 1472 Kms has been taken up. Of which, 82 works have been completed covering a length of 669 Km at a cost of Rs.617.83 crores and about 82 works are in progress covering a length of 628 Km at a cost of Rs.1177.49 crore.
Maintenance of Works:It is not just sufficient to develop assets, but they have to be maintained in proper shape to retain their asset value and to derive maximum benefits. During the past several years the maintenance was not taken up to the extent required.
The Government has taken up the maintenance in a phased manner covering 5,500 km, at an estimated cost of Rs. 1,600 crores, which includes ordinary maintenance works like patch work, sectioning of berms, jungle clearance, maintenance of bridges/culverts/CD works etc. and periodical repairs programme such as repair of roads by laying top BT layers etc.
Out of 5500 Kms, 3470 Kms completed at the cost of Rs.947.15 crore and 2755 Kms work is in progress at the cost of Rs.908.72 crore.
Railway Safety Works
Railway safety works are sanctioned at existing level crossings. The aim of these works is to reduce the traffic conflict, accidents and reduce the hindrance to traffic movement.
The overall benefits that will accrue to the public include:
• Reduction in vehicle operating cost
• Reduction in travel time
• Reduced number of accidents/causalities
• Increased and faster access to market/business centres.
• Faster growth rate.
• Decentralization of growth
Under this category, 18 works for construction of ROB/RUB at a cost of Rs.490.25 crore has been taken up. Of which, 14 works of ROB/RUB are in progress at the cost of Rs.413.25 crore.
National Highways
The NH wing of Roads and Buildings Department is the executing agency for the development and maintenance of National Highways in the State of Telangana. The Government of India provides funds under Plan & Non-Plan for the development and maintenance of National Highways in the state. There are 16 National Highways in the State of Telangana covering a length of 2573 Km crisscrossing the State. In addition, GOI has declared 3 new National Highways (around 285 Kms).
The density of National Highways in Telangana is 2.24 Kms / 100 Sq.Km of the area against National average of 2.84Km / 100 Sq.Km of an area. Out of 2573 Kms National Highway in the state, a total length of 768 Km was handed over to NHAI for development under NHDP. During 2015-16, road works costing Rs.900.00 crores have been approved by Ministry of Road Transport and Highways (MORTH).
NHDP IV
Under National Highways Development programme (Phase IV), 7 works (Two lanes with Paved Shoulders) are taken up covering a length of 472 km costing Rs.1749 crores, all 7 works are in progress.
EPC-Corridor Approach
About 3 works are taken up under Corridor Approach for a length of 116.56 km costing Rs.329 crores. All works are in progress.
NH(O)
Under National Highways other works, 20 works are taken up, out of which 3 works are completed and 10 works are in progress.
CFC Works
The Ministry of Road Transport and Highways (Mo RT&H) has accorded sanction for 58 works costing Rs 615.75 Cores in the State of Telangana in two phases under central road fund. Out of 58 works, 34 works are completed and remaining 24 works are in various stages of progress.
Left Wing Extremism Scheme
Some 28 works are taken up under LWE (Phase-I) and (Phase-II) scheme, out of which 27 works are completed covering a total length of 538.64 km with a cost of Rs.1123.12 crores. The balance 1 work covering a length of 56.13 km for a cost of Rs.95.37 crores is in progress.
Public Private Partnership (PPP)
HKR (Hyderabad-Karimnagar-Ramagundam) Road
Commercial operations started on 01-06-2014 for a length of 190.19 km out of a total length of 206.85 km.

Panchayati Raj Roads
The Panchayati Raj Engineering Department does planning, designing, execution and maintenance needed for infrastructure facilities in rural areas and assist the local bodies in construction and maintenance of rural roads, development of village internal roads and construction of buildings such as ZPP, MPP, GP and community halls etc. under various programmes.
The total length of the rural roads under Panchayati Raj Engineering Department is 70201.42 km in the State.
The details are as follows:
• CC + BT roads is 22311.22 km
• WBM roads 14473.32 km.
• Gravel roads 15813kms.
• Earthen roads 17604kms.
A length of 14614.12 Km road for up-gradation of roads up to BT standard including CD works with an estimated cost of Rs.2063.74 crore were taken up. Besides this, 2601.57 works costing Rs.214.42 crores for BT renewals and repairs to CD works were taken up.
Buildings
The plinth area of Government Residential Buildings and Non-Residential Buildings in the State are 35.85 and 12.27 lakh square feet respectively. Major works of 120 numbers with an estimated cost of Rs 166 crore during 2015-16 are in progress and the construction of Multistoried office building Complex for Engineer-in-chief with an estimated cost of Rs.63.61 lakhs has been completed. Further remaining works with an estimated cost of Rs.97.50 lakh are in progress.
