Warangal: To plug the leaks and, bring in transparency and accountability in public expenditure, the Warangal district administration is invoking civic cooperation and ‘social audits’. The plan is to involve the enlightened citizens in public works to yield desired results. Though the social audit tool is available for some time now, the administration is of the opinion that conducting it after the completion of works is not all that useful.

Against this backdrop, District Collector Vakati Karuna has decided to involve the local people in the construction of Panchayat Raj (PR) roads in their region. Hitherto, only contractors and the officials of the engineering department were used to involve in the construction of PR roads. Now the administration wants to involve the people right from the day one of a work.

The concept is to make people own any public infra development work. When a new road is sanctioned, the administration will give detailed information about it to the villagers in the Gram Sabha in which a representative of the Prime Minister's Rural Development Fellows (PMRDFs), village sarpanch and the engineering officials also take part.

The information includes the volume and quality of material used in the construction of road besides time factor for the completion of work. The same details will be displayed through a signboard on both ends of the roadwork. This gives people a clear idea of what is happening before them. They can pose query if there are any shortcomings in the work and lodge a complaint with the authorities.

The people can also demand the contractor to carry out repairs if the road is damaged before five years. The district administration’s endeavours didn’t go waste as the initiative is yielding positive results in the road works at Pembarthy and Keshavapur areas.

District Collector Vakati Karuna said: “Though the government is spending crores of rupees, the desired results are a far cry. The active participation of people in public works is a game changer. It brings in responsibility, transparency and accountability for every penny spent.”

PMRDF representative Venkateshwar Rao said that though the Central government had sanctioned about Rs 1,000 crore last year, some of the works are yet to get underway. Had the people were aware of the social audit, they would have exerted pressure on the contractors to complete the works in time.

Agireddy of Nagaram village under Lingala Ghanpur mandal said that the district administration’s initiative would help them to point out flaws in the infra development works. Md Sadik Ali, a social worker, said: “People are now coming of age as we campaign the administration’s initiative in villages.”
