Hyderabad: The High Court at Hyderabad asked the Telangana State government to explain why it was conducting preliminary survey of lands of farmers without issuing any notice or notification under the Land Acquisition Act 2013.

Justice A Rajashekar Reddy gave this direction while hearing a petition filed by Urakonda Ramudu and 18 other farmers of Sathapur village, Peddakothapally mandal of Mahbubnagar district.

The petitioners alleged that the revenue authorities were entering their lands forcibly and without giving any notice to them as mandated by law.

They also alleged that representatives of a private firm, Jaypee Associates Company Pvt Ltd, that had bagged work contracts under Palamuru-Ranga Reddy Lift Irrigation Scheme were blatantly pressurising them to give away their lands under GO 123, so that the company could begin work on their lands.

Government Pleader Sharat claimed that the authorities were not pressurising the farmers and the survey carried out was legal as Section 12 of the Land Acquisition Act 2013 empowers the government to carry out preliminary survey.

Petitioners counsel N S Arjun Kumar pointed out that the relevant section of the Act would be applicable only after the government issues a preliminary notification under Section 11 of the 2013 Act.
