The bench is dealing with a writ plea filed by Forum for Good Governance, an NGO, challenging the power of civic authority to embark on a scheme to regularise illegal constructions. Such a scheme, the petitioner contended, would defeat the very purpose of Statute and would seriously endanger civic life.

When the GHMC counsel sought four weeks time to produce the relevant material, the bench summarily rejected the request and told the counsel to respond by way of an affidavit by next Tuesday.
