Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) locked horns with Energy Efficiency Services Limited (EESL) over the replacement of conventional streetlights with LEDs across the city. The civic body officials said the ESSL did not agree to take up the responsibility of replacing the existing cable network and maintenance. As a result, the project is likely to be delayed by another three months.

According to the GHMC official, the State government released a GO No 76 dated 28 October 2016 in order to replace the existing high-pressure sodium vapour (HPSV) streetlights across the city. He said the government released a GO No 194 dated 30 March 2017 again, according to which, it had asked ESSL to replace the existing cable network.

He also said the civic body has agreed to pay additional Rs 33 crore to replace it. He said as per the GO, ESSL was asked to complete the work in three months. The total cost of the project will be Rs 273 crore.

When asked about it, a senior GHMC official told The Hans India, the civic body had learnt that the ESSL had called for tenders to take up the LED project in which it mentioned that the work should be completed in five months with an assurance that 95 per cent streetlights would be illuminated.

The official said as per the GO released, the ESSL should ensure 98 per cent illumination and the project should be completed in three months. He said, against this backdrop, the civic body was yet to enter into the agreement.

The GHMC official further said if the ESSL does not agree to the conditions laid down by GHMC, then the civic body is also contemplating to take up the LED project by seeking loans from financial agencies. He said this move would save GHMC at least Rs 10 crore as the man power charges and interest rates can be reduced.

He said ESSL had only managed to complete 8 per cent of the total project in 30 urban local bodies in Telangana. He said, out of 3,39,896 street lights the ESSL had managed to replace only 27,230. Even in case of Charminar-Puranapul stretch it had only completed 50 per cent of the works.

However, in Kondapur-Hi tech city road ESSL had completed about 80 per cent of the works. The source said the civic body would enter into an agreement only after ensuring that the works were completed as per the GO 194.
