Addressing a media conference at Gandhi Bhavan, Uttam Kumar Reddy charged Chief Minister K Chandrashekhar Rao with intending to accommodate TRS workers in the proposed committees through backdoor so as to enable them misuse public funds for political gains in next elections.
He said the proposed payment of Rs 4,000 an acre as input subsidy to farmers was an election gimmick which KCR wanted to play through TRS workers. "This is completely unacceptable and Congress party would oppose it tooth and nail," he said. He, however, asserted that the Congress party was not against giving Rs. 4,000 input subsidy to farmers. He made it clear that the subsidy should be distributed through district administration and not through “TRS Committees.”
Uttam Kumar Reddy also pointed out various flaws in the GO MS No. 39. He said that the GO clearly said that the entire exercise was being carried out at the directions of the Chief Minister. "This was not discussed either in the State Cabinet or in the Assembly. Therefore, the GO lacked required sanctity. Further, as per the GO, the proposed committees are being granted financial and judicial powers to settle land disputes among farmers in villages. This is completely unconstitutional and should not be allowed," he said.
The TPCC chief said the Chief Minister was trying to nullify the presence of entire Revenue and Land Administration system in the State. The GO would empower the 'TRS committees' to finalise the list of beneficiaries for distribution of Rs. 4,000 per acre input subsidy planned to be distributed to the farmers from next year. "KCR is trying to impose extra-constitutional committees of TRS workers over all farmers so as to pressurise them to support his party in next elections," he said. The entire exercise was aimed at covering up the State government’s failures during the last three years, he said.
He said the crop loan waiver scheme was not implemented properly which kept lakhs of farmers hooked to their debts for over three years. The fourth instalment for thousands of farmers is yet to be cleared and the government did not bear the interest burden despite the Chief Minister's assurance in Assembly on multiple occasions. He said the agricultural productivity decreased from 107 lakh tonnes to just 47 lakh tonnes in the last three years.
"Free power for farm sector is in implementation since 2004 when Congress party came to power. Therefore, the TRS government cannot take credit for the same. Further, the credit for increase in hours of power supply also goes to Congress as many power projects started during Congress period have now become operational. TRS government did not generate a single unit of additional power during the last three years," he said.
