Speaking in the Assembly during the discussion on demands of various departments, he said the government should explain the facts about covid-19.

Prevention, he said, is better than cure. The government, he said, should focus its attention on preventing the spread of virus. He stressed the need to make the people take part in the campaign.

He demanded that the government appoint vice-chancellors to the universities and provide basic facilities like hostels for students. The importance to Arts and Science groups has come down and this would lead to failure in producing future leaders and administrators.

He demanded that the government open more IIITs, agriculture university and polytechnic and take steps to improve enrolment in government junior colleges. The private junior colleges have been appointing PROs to attract students to their institutions and this should be controlled.

Staff of the government junior colleges should be given incentives to improve enrolment in them.

Vikramarka said the primary health centres do not have doctors and staff and the patients visiting them have been receiving raw deal. District level hospitals should be established at headquarters of newly created districts. The staff of 108 and 104 was not paid salaries regularly.

He challenged the government to come with him to see whether Mission Bhagiratha is implemented in the state. He alleged that there was no transparency in paying the bills to the contractors of various departments.

Congress MLA Komatireddy Rajagopal Reddy criticised lack of transparency in paying the bills to the contractors. There was no answerability in spending the fund for the irrigation projects.

The government was paying bills to contractors who executed the works in this year and ignored those who executed works two years ago.

Telugu Desam member Sandra Venkara Viraiah said the government primary schools had been closed. He said that the Mandal Educational Officers are not appointed in several mandals. There was shortage of teachers and education volunteers have been

removed.
