"Even the elected representatives will have to face action if they do not follow the Municipal Act in letter and spirit," he warned.
"As per the new municipal Act every counsellor is responsible for sanitation, regular power supply, garbage collection and ensuring at least 85 per cent greenery," he said. The government constituted four committees involving youth, women, prominent local people and senior citizens.
All the committees will work under the Ward Counsellor and Ward Special Officials who will address the grievances of locals instantly.
To ensure transparency in the administration, KTR said that the government will introduce TS B-Pass under which all municipal services will be provided through online system from April this year.
Every official will have to adhere citizen chart in the delivery of services to the people. If anyone is found to have breached the rules, they will be liable for punishment.
Under the new Act, citizens need not take permission to construct a house in 75 square yards. For construction in more than 75 yards, the municipal authorities will grant permission in 21 days only, he said and warned that demolition of the buildings if the constructions are found illegal and flouted the building norms stipulated in the Act.
During his padayatra in some places, the Municipal Minister interacted with people and enquired about their problems. Women told him that main problems they face were regarding drinking water, roads and drainage system in their localities. He stressed that Haritha Haaram should be taken up on a priority.
It is mandatory that each municipality spend 10 per cent of the annual revenue for plantation programme and it is also the officials' responsibility to sustain the saplings until they grow into trees.
The minister also explained the officials the initiatives taken up in the Siricilla municipality for the cleanliness of the entire urban area every day.
The local groups were earning Rs 3 lakh per month by selling organic manure through recycling of the wet garbage and selling the recycled plastic.
If similar model of segregation of wet and dry garbage is done at household itself, it will help to generate more revenues for every municipal body.
