Despite lack of administrative experience, Narayana was sometimes making disparaging remarks against some Commissioner.

He was also resorting to holding “mobile phone conferences” with the Commissioners at short notice, some commissioners reportedly said at the meeting. The general body meeting reportedly decided to resort to agitation if the Minister failed to mend his ways. “If we are held up in meetings for hours together, what work we can do at ground level,” a Commissioner rued.
APMCA called the general body meeting to discuss the alleged harassment being faced by the commission at the hands of the Ministers. The meeting was held in camera but several Commissioners poured out their grievances in the presence of the media soon after the meeting. As many as 60 out of total 110 Commissioner attended the meeting.
