Visakhapatnam: Andhra Pradesh State Commission for Protection of Child Rights (APSCPCR), which has taken up the issue of sale of newborns in Vizag by medical institutions, hospitals and agents as suo moto case, directed the District Collector to submit a detailed report and Action Taken Report (ATR) on or before January 7.
The commission finding fault with the negligence of medical and health functionaries and district-level law enforcement wings, observed that the incident was a serious violation of Child Rights and Protection under the existing laws and Standard Operational Procedures (SOPs). Though the commission appreciated the immediate efforts of district administration on the sale of newborns, it also requires regular activation of existing child rights mechanisms in the district to control similar incidents through Pre-Conception and Pre-Natal Diagnostics Technique Act 1994 (PCPNDT) and Medical Termination of Pregnancy (MTP) law enforcement wings.
They must pay regular visits to the hospitals, child care institutions and diagnostic laboratories to check irregularities and tracking of deliveries as well as alternative care plans for unwanted babies. When contacted, the local member of the Commission S Balaraju has confirmed that the commission has asked the report from the district administration.
