Eluru: West Godavari District Collector K Bhaskar issued a show cause notice to Assistant Director of Horticulture for maintaining physical file system instead of an online system in the office.The Collector on Friday inspected various government offices in the city and checked the offices of District Education officer, Agriculture Joint Director office, horticulture, Sarva Shiksha Abhiyan and registrar office.
While inspecting the horticulture office, he observed that the officials and staff are still working in manual system. Assistant Director Vijayalakshmi told the Collector that every file has been uploaded online.
The Collector immediately rechecked the office and observed that work was going on a slow pace. He asked Assistant Director Vijayalakshmi to show the process of sending files and line through digital signature. As the Assistant Director became silent on the question, he warned her to acquire computer knowledge.
He stated that the secrecy of the digital signature leaked out to the office staff which shows the Assistant Director’s negligence. When the Collector issued a show cause notice to the Assistant Director, she said that she would rectify the fault.
Later, the Collector visited District Educational Office and found poor drainage system and also found that the office lacks cleanliness.
He also inspected the Rs 72 lakh-worth new building and asked DEO D Madhusudana Rao about the incomplete works of the building. He directed the DEO to utilise the century-old building which was constructed in the British regime. If necessary take up repair works, the Collector directed the DEO.
He visited the Agriculture Joint Director’s office opposite the DEO office and observed that the office did not implement the e-filing system. The biggest establishment of the district is the agriculture department.
The clerks have no knowledge how to write a file and even the note file. How will you protect these records in future” he questioned the Joint Director.
He expressed anger against the officials for discarding the files in a pile and asked the agricultural officials to improve their performance through e-filing system which would minimise their burden.
He announced that a new building to agriculture Joint Director office would be constructed costing Rs 1 crore. He directed the Joint Director to construct a two-storeyed building with the present funds.
He also directed the officials to maintain cleanliness in the office and its premises as garbage, boards, tables and chairs were found everywhere in the office. Later the Collector inspected the Sarva Shiksha Abhiyan office and observed that the employees were on leave.
