It’s a common scenario in our country where many projects lie dormant in files, with no funds to start. A few start, but remain unfinished due to shortage of funds. But we also face a third scenario, where funds are sanctioned, but remain pending due to various reasons, sometimes frivolous. In 2010-11 and 2012-13, 1,093 works were undertaken with funds from Member of Parliament Local Area Development Scheme (MPLADS) and Community Development Programme (CDP). Years have passed, but still more than three quarters of the works are pending.
Key civic bodies like Greater Hyderabad Municipal Corporation (GHMC), Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) and Andhra Pradesh Central Power Distribution Corporation Limited (APCPDCL) are also in the list. Out of 77 works allotted to the GHMC, 56 are still pending. APCPDCL undertook 24, but could complete only one, while the HMWS&SB got the lion’s share of 344 works allotted and 313 still remain pending.
It is reported that the HMWS&SB is concentrating on mega investment projects like Krishna Phase III and Godavari. As these works are minor and include a relatively less capital expenditure they are left pending.
Similar is the case with the GHMC, where menial projects are almost forgotten until roads, flyovers and other works are not completed.
Ordered to utilise and spend the funds
On Thursday, in a review meeting, Mukesh Kumar Meena, district collector, berated the officials of various departments for the delay in works undertaken by MPLADS and CDP funds. The collector ordered the officials to carry out the pending works and complete them in two months. The meeting was held to review the works undertaken in 2010-11 and 2012-13. He expressed his displeasure over 646 pending works out of the allotted 1,093.
Mukesh directed the officials to submit Utilisation Certification (UC), when the works would be completed. In case the works are stopped due to court cases and others, the officials would have to submit the details to their respective Chief Planning Officers. He also ordered the officials to look for an alternative in case the works were halted by court cases. Mukesh advised them to call for tenders for the works allotted from September to November this year.
Mukesh showed his displeasure over the laidback attitude of officials of all departments.
Speaking to Hyderabad Hans, a senior official with HMWS&SB said, “Our priority now is the Krishna and Godavari works. The works under MPLADS aren’t sidelined, we are doing them. We are confident about completing them before deadline.”
