Power utilities present ARRs to ERC

Hyderabad: After much delay, Telangana power utilities on Saturday submitted Annual Revenue Requirement (ARRs), including power tariff hike proposals to Telangana State Electricity Regulatory Commission (TSERC). It is learnt that the utilities had proposed to increase the tariff up to 6 per cent over the current tariff.

The officials of the two Discoms -- TSSPDCL (Southern Power Distribution Company Limited) and TSNPDCL (Northern Power Distribution Company Limited) -- submitted the ARRs to the TSERC Chairman Ismail Khan. However, the officials refused to divulge details to the media.

Interestingly, TSTransco Chairman and Managing Director D Prabakar Rao was reportedly kept in the dark and the officials of the two utilities submitted the ARRs to the Commission on the instruction of the State Energy Secretary Arvind Kumar. When contacted, Rao informed The Hans India that he had also come to know about it from the media.

Sources said the TSSPDCL Chairman and Managing Director G Raghuma Reddy instructed the TSSPDCL Director (Finance) Srinivas to submit the ARR proposals to the Commission without seeking the permission of his immediate boss – Prabhakar Rao. TSTransco CMD was also not informed about the power tariff hike proposals submitted to the commission.

It is learnt the Secretary Energy after getting nod from the Chief Minister K Chandrashekar Rao who was on official visit to New Delhi, the Energy Secretary asked the utilities to submit the ARRs without any delay. The revenue support from the government is projected between Rs 4,500 and Rs 5,000 crore for supplying free power to the agriculture and subsidised power to the domestic and industrial sector.

The TSSPDCL and NPDCL are facing nearly Rs 6,500 to Rs 7,000 crore revenue deficits due to the increased cost of power purchase, mounting establishment charges and the supply of subsidised power.
