Hyderabad: Demand for appointment of biomedical engineer, instead of layman, in the post of executive director (ED) in the Telangana State Medical Infrastructure Development Corporation (TSMSIDC) is growing shriller. According to sources, the post of ED has now fallen vacant with incumbent office being sent back to his parent department, Revenue following allegations against him.
The government is determined to ensure that the key position is filled with a competent person to improve the efficiency of “Procurement System in the Corporation. The post is very crucial in the organisation as the State government has set an ambitious plan to develop medical facilities in the State and earmarked Rs 2,000 crore budget to the Health Department for 2015-16 financial year. It wants to build NIMS like hospitals in every district in next three years time.
On the top of it, it unveiled a grand plan to have a 1,000-bed hospital in very constituency. The government has planned to spend Rs 7,000 crore to construct hospital buildings, purchase medical equipment, and drugs through TSMSIDC. But, the irony is that the senior officials in the Health Department have once again making efforts to bring in an official from the Revenue Department, instead of a biomedical engineer as Executive Director.
This has turned out to be a controversy as some experts are pointing out that “The ED should know hospital planning, need of medical equipment, procurement system. For purchasing drugs one must have awareness of chain management system, and building co-ordination,” said a senior doctor.
For this, “There should be an expert committee for purchasing medical equipments. Biomedical engineer is a big asset. If we have an ED from Revenue Department, the ambitious plans the government has could evaporate. Instead of having a biomedical engineer is very important as he can handle the issues related to medical equipments, maintenance problems, short comings,” said Dr A Y Chary, Former DME.
A health expert and former governing council member of APVVP Dr Nagabhushanam questioned as to how the government can appoint a Revenue official for purchasing medical equipment. Definitely, biomedical engineer is plus point in procuring medical equipment in TSMSIDC,” he added. Referring to the non-working of monitors and failure of equipment supplied to Niloufer children hospital, the Doctors JAC president Dr B Ramesh alleged that this has been resulting in procuring equipment without checking their quality.
“We demand that there should be a biomedical engineer,” he said. Supporting this stand, Telangana Gazetted Officers President (Medical and Health ) Jupally Rajender said the TS government should prefer a biomedical engineer for ED post, if he is not available, then a doctor should be appointed for the same as appointing Revenue official serves no purpose.
