Hyderabad: The Hyderabad Schools Parents’ Association (HSPA) has decided to knock the doors of Supreme Court over the fee regulation in the private schools as the successive governments failed to implement the GOs issued earlier. Lashing out at the government at a press conference at Press Club, Somajiguda, here on Tuesday, HSPA, President, Vikrant Vashney, said when technical and higher education fee is being regulated why can’t the school fee.
He lamented that schools are increasing fee every year due to the government’s callousness over implementation of the GOs issued by it.The HSPA members, said going by the current trend of 15 per cent increase in the fee every year, that parents spending Rs 25,000 for nursery would have to spend about Rs 1.54 lakh while the student reaches class XII. Similarly parents who are spending Rs 3 lakh on nursery will have to shell out Rs 18.46 lakh while the student reaches class XII, they added.
“15 per cent fee hike is not uniform. Some schools have hiked fee by 25, 50 and 100 per cent,” Ashish Naredi, executive committee member, HSPA, said. The members stated that according to Andhra Pradesh Educational Institutions (regulation of admission & prohibition of capitation fee) Act 1983 school fee can be regulated by the government by a notification and several GOs were issued in this regard.
The parents said GO No.1 stipulates the schools to earn a maximum profit of five per cent and it also states that 50 per cent of the fee collected should be paid as salaries to the teachers. “The GO that was issued in 1994 is still not being implemented in the State. The government sought to check whether any school is making five per cent profit or more than it, Ashish lamented
Further the parents said in 2010 the government had fixed application fee of Rs 100, registration fee of Rs 500 and refundable non-interest bearing admission fee of Rs 5,000 for all schools irrespective of their boards. Flouting the norm with impunity, the schools are collecting admission fee between Rs 20,000 and Rs 4 lakh, they added.
“From 2010 to 2015, all one-time fee collected by every school above the cap of Rs 5,000 is illegal. It is our right to have that fee refunded from the schools,” Ashish said. The parents demanded the government to ensure immediate stoppage of collection of admission fee, special fee in excess. sThey also demanded the government constitute a committee to check the conformity with the provisions of GO No.1.
“The Delhi government constituted a committee under chairmanship of Justice Anil Dev Singh to check the finances of the school. The committee looking into the financials of all schools had ordered to refund of more than Rs 250 crore to the parents for excess fee collected by the schools, We want similar committee to be constituted,” Ashish said. Further, the parents urged the government to enact a new law for the purpose regulating the fee on lines of the Tamil Nadu schools which curbs menace of profiteering by the schools.
