The Telangana State government recently approached AP Govt with a proposal of mutual transfers of employees between the two states - working in zonal and multi-zonal cadres. This proposal is to enable natives of Telangana working in AP and vice versa to shift to their native states.

Before bifurcation, AP had six zones that were created following the Presidential Order of 1973, to provide equal job opportunities for all three districts as per Article 371(D) of the Constitution. The zones included four in Seemandhra and two - Zones V and VI in Telangana.
Post bifurcation, however, TS employees working in AP and AP employees working in TS are willing to shift to their native states but there is no provision as such for the zonal-level staff. TS MLA V Srinivas Goud informed that a list of 200 TS employees working in AP has been prepared who can seek mutual transfer with AP staff and the list is submitted to the government.
