​Hyderabad: The High Court at Hyderabad on Monday directed the Telangana State government to file a counter affidavit on the petition seeking direction for revision of registration values of lands on par with prevalent market rates. K Srinivas Goud and three others belonging to Karukonda and Vattem villages in Bijinapally mandal of Mahbubnagar filed a writ petition alleging that the registration values of lands in their villages have not been revised since 2013 and consequently the values were artifically low.

They quoted that when the present market value of lands in their villages and vicinity were ranging from Rs 8 to 12 lakh per acre, the registration values were in the range of Rs 60,000 to Rs 80,000 per acre. The petitioners pointed out that as per Telangana Revision of Market Guidelines Rules, 1998, it is mandatory to revise and update the registration values in rural areas every alternate year.

But in their case, it had not been done since 2013. The petitioners alleged that the rates were deliberately kept low as the government wanted to pay less compensation for their lands which they were acquiring for Palamur-Ranga Reddy Lift Irrigation Project (PRRLI). The petitioners had pleaded the Sub Registrar of Nagarkurnool, who is the Convenor of Revision Committee, to enhance the rates in March of this year, but there was no response whatsoever.

They sought direction from the court to the government to immediately undertake revision of registration values in their areas. Justice A Rajashekar Reddy asked the Government Pleader to file a counter affidavit in this matter and posted the case to three weeks.
