​Hyderabad: Telangana State Government is likely to bring in a new legislation on land acquisition for developmental programmes in the ensuing winter session of the state Assembly beginning from December 16.

Following strong opposition from all fronts and the legal hurdles facing in implementation of the GO123 issued for quick land procurement from land owners, the government had recently decided to enact a new land acquisition law aiming to provide more benefits to the displaced than the Central Act -- Land Acquisition, Rehabilitation and Resettlement Act 2013.

It may be mentioned here that the opposition parties knocked on the court doors against the implementation of GO123 citing the order deprived the displaced of their right to get good compensation at the proposed Mallannasagar reservoir.

The opposition has been demanding that the government should provide rehabilitation as per the Central Act only. The government claimed benefits given under the GO123 provide more benefits than the Central Act.

Top officials of the state Revenue department said that the government was drafting its own version of the “Right to Fair Compensation and Transparency in Land Acquisition and Resettlement (TS Amendment) Bill, 2016.” The committee headed by Special Secretary to Revenue MG Gopal is giving final touches to the Act.

State Law Secretary A Santhosh Reddy and Special Secretary to Irrigation S K Joshi are the members and State Advocate General K Rama Krishna Reddy has been appointed as special invitee to the committee.

On the instruction of Chief Minister K Chandrashekar Rao, the committee held a meeting on Friday and discussed important issues to be incorporated in the Act.

All the details would also be forwarded to the government and the same will be discussed in the cabinet meeting organised on Saturday.
The committee is studying the land acquisition Acts enforced by Gujarat, Tamil Nadu, Kerala, Rajasthan, Goa and other States.

Officials said the necessary provisions would be inducted in the Act for speedy acquisition of land for all kinds of projects being taken up by the government in the future.

The government is planning to get the cabinet nod and introduce the land acquisition Bill in the upcoming winter session.

Officials said that the works for many irrigation projects taken up after re-engineering and re-designing are yet to begin because of the delay in the land acquisition.

The government wanted to complete the projects by speeding up land acquisition through the new Act.
