The Rural Development Department has decided to implement a comprehensive action plan for addressing poverty and other issues in rural areas with an expenditure of Rs 6,258 crore in the next financial year through various schemes.
Hyderabad: The Rural Development Department has decided to implement a comprehensive action plan for addressing poverty and other issues in rural areas with an expenditure of Rs 6,258 crore in the next financial year through various schemes.
The department has submitted its plan to the Centre recently. It has announced timelines for achieving the objectives. It would utilise the schemes like National Rural Employment Guarantee Scheme (NREGS), Pradhan Mantri Grameen Sadak Yojana, National Rural Livelihood Mission and others.
The department, in its report to the Centre, said that through NREGS, as many as 15 crore person days would be generated with an expenditure of Rs 3,842.5 crore. With the help of RURBAN scheme, about 3.91 lakh community and 1.21 lakh individual works would be taken up with a cost of Rs 1,663 crore.
The report said livelihood enhancement would be achieved through MGNREGS to poorest of the poor. Capacities enhancement of community-based organisations (CBOs) would be taken for financial and managerial sustainability of them and make the CBOs self-sufficient and economically vibrant platforms for solving socio-economic issues.
Substantial income enhancement would be ensured in rural Self-Help Group households through value addition in agricultural sector, animal husbandry and safe food practices like developing organic clusters, the report said.
Access to timely institutional credit would be ensured and usage of finance for rural enterprises development by using local produce would also be ensured. Skill enhancement would be taken up through Deen Dayal Upadhyay Grameen Kaushal Yojana. As far as sanitation is concerned, 100 per cent open defecation-free (ODF) villages would be ensured.
Giving an analysis of implementation of NREGS in the State, in 2017-18, the Rural Development department informed that 24.65 lakh households had availed the benefit of the scheme, 10.6 crore person days had been generated with 88.5 per cent achievement of the target for which Rs 2,768 crore had been spent.
As far implementation of other schemes is concerned, 1,836 new SHGs have been formed and online accounting has been launched for community based organisations. Bank linkage has been disbursed worth Rs 5,917 crore. As many as 24,144 youth have been trained and placed and 149 job melas were conducted.
About five clusters have been declared as ODF, sanitations works are under progress and replacement of conventional bulbs with LED has been taken up under RURBAN scheme. The department stated that assistance under MGNREGS for at least 10,000 poorest of poor for livelihood enhancement and overall development of one gram panchayat per block with all permissible works of the scheme in convergence with line departments would be done by March, 2019. Soak pits would be taken up in 500 gram panchayats on saturation mode by March, 2019 and declaration of ODF would be achieved by October, 2018, according to the report.
