The state government announced the scheme for the students who are studying Class I to X across the state and then extended the benefit even to the Intermediate classes. Under the scheme, people from BPL families whose children are studying in government, private, aided, or unaided are eligible to get the financial assistance of Rs. 15,000 from the government. They should have white ration card, Aadhar card and bank account for mother of the child.

In addition, the child should have 75 pc of attendance in the academic year. But there has been no clarity about the students studying in Kendriya Vidyalayas or Navodaya Vidyalayas.

Volunteers have been deputed to educate the parents on the scheme and also for submitting the applications within the stipulated time.

The deadline was Nov 20 and later extended for one day. Still, the majority of people failed to submit their applications at the colleges since some banks failed to open accounts on time saying they had received a huge number of applications for opening bank accounts.

Many banks received applications from the parents and they have scheduled even up to month end for opening the accounts. Finally, more than 80 pc parents submitted the applications at the Schools/Colleges by Nov 21. Soon after completing the deadline for submitting the applications, the government directed the DEOs to upload the data for further process of the approval.

Now, the problem has started for the teachers and others who were assigned to upload the data as the site designated the programme hasn't been supporting the activity for the last 3-4 days. Some teachers who attempted to upload the data during midnights or in the early hours were successful to open the website, but majority people are facing the problems.

Sometimes, the website is showing a message to the effect that the scheme will be coming soon creating confusion among teachers who are normally not well versed with the computers. The majority have been spending most of the time waiting at the computer for uploading the data.

There are around 3,300 schools in the district where around 1.50 lakh students studying up to class 10. The teachers have to type the name of each student, Aadhar Card number, white ration card number, attendance details, bank details of mother, IFSC code and locality details on the site. There is a deadline for a maximum of three days for uploading the data.

"We don't have computers in the schools and have to depend on local internet shops. So, the work is getting delayed. Teachers are facing hardships," said a teacher from Manubole mandal.
