Division temporary solution to a complex issue, State bifurcation, Ilapuram Venkaiah, Telangana Bill. The issue should have been discussed from local bodies to Assembly.
Hyderabad: Expressing serious apprehensions over the outcome of the State bifurcation, Congress MLC Ilapuram Venkaiah felt that the decision taken by the Congress Working Committee was a temporary solution for a complex problem.
“The draft Telangana Bill has a clause on common capital which is not supported by the Constitution. The Bill does not clarify on what basis the State is being divided. There are no objectives or reasons mentioned in it,’’ he pointed out. Venkaiah stated that water would be a major headache for both the states. The Bill was not comprehensive enough to throw light on various issues, the MLC added.
The issue should have been discussed from local bodies to Assembly. If there was a consensus then a decision could have been taken but nothing of that sort happened, he said. He made it clear that he was opposed to the Bill and division of the State.
