AP bifurcation a Congress game?

The group of ministers (GOM) have finished their part of work in less than two-month period, but the Ministers’ group is not sure of the likelihood of introducing AP Reorganization Bill in the Winter Session of Parliament.

In spite of repeated assertions by the Union home minister Sushil Kumar Shinde that the Telangana Bill will be introduced in Parliament during the Winter Session, the GoM meeting on Wednesday deliberated the tight timelines to be followed to make it happen.
According to the buzz in the political circles, the GoM was told by the home ministry that the minimum amount of time that the Maharashtra Assembly took to give its views when the Gujarat state was created was 20 days. It took 47 days in the case of Chhattisgarh.
Home ministry sources have reportedly said: “Even if the Centre breaks all the business rules and rushes the Bill to the Cabinet in the first week of December, it will not reach the state Assembly before December 9.”
Well, the big question here is
• Will the Telangana bill be tabled in the parliament during the winter session and will it get the required mileage
• Will there be a correct justification to both the departed regions of the state.
• Or is this the big congress game where the party is expoloiting the AP weakness to grab its votes in the upcoming election?
From a common man's point of view, this is a big political scam happening in the name of bifurcation where each party is taking advantage of the poor public.
