Hyderabad: The winter session of the Legislative Assembly and the Council resumed on a stormy note on Friday and adjourned without transacting any business as TDP and YSR Congress MLAs from Seemandhra region disrupted the proceedings against the AP Re-organisation Bill- 2013.

Speaker N Manohar adjourned the Assembly twice and the third time for the day amid ruckus and slogans and counter-slogans by legislators from Seemandhra and Telangana. The Council was also adjourned without transacting any business as the Seemandhra lawmakers demanded that the state be kept united.
Soon after the session began, the members holding Samaikyandhra placards surrounded the Speaker’s podium. Raising slogans, they demanded that their adjournment motions seeking to stop the process of division be taken up. On the other hand, legislators from Telangana region cutting across party lines wanted an immediate debate on the bill.
Rejecting the adjournment motions moved by the TDP and the YSR Congress, Manohar asked the members to resume their seats and sought to take up question hour. When the Minister for Major Industries J Geeta Reddy read out replies to the listed questions, the Legislators raised their voice and obstructed the minister. Amidst the din, the Speaker adjourned the House for half an hour, but it did not re-assemble even after half-an-hour.
As the pandemonium continued after the resumption of the session at 10.15 am, the Chair adjourned the House again for an hour. With no option left, Manohar adjourned the House for the day at 12.40 pm immediately after it resumed as the Seemandhra MLAs continued their stir in the well of the House.
Though it was expected that the Speaker would convene the Business Advisory Committee (BAC) meeting, it did not happen. He is likely to convene the BAC on Saturday and the debate according to some Ministers will begin from Monday.
It is also said that the Seemandhra Ministers and MLAs urged the Speaker to put each clause of the Bill to vote and the Speaker, they claim, responded favourably. They also decided to submit copies of affidavits to the Speaker. Many of them were seen signing the affidavits in the lobbies of the Assembly.
