Nellore: The Youth Congress wing has been organising protests opposing construction of septic tanks near residential colonies located on city limits. The leaders allege that proposed underground drainage would create an unhygienic environment for city residents.

However, senior officials of the Nellore Municipal Corporation (NMC) are confident of laying underground drainage pipeline with the most advanced technologies like Sequencing Batch Reactor and Fixed bed Bio-Mass activated sludge process.

It may be recalled that the State government had sanctioned underground drainage project to Nellore at a cost of Rs 580 crore. The Housing and Urban Development Corporation (HUDCO) has come forward for extending financial assistance to underground drainage system in which NMC has to bear Rs 60 crore. The HUDCO had sanctioned a grant of Rs 1,136.96 crore for the underground drainage and comprehensive water supply scheme for the city in March this year. But, the Municipal Administration department was initially reluctant to avail loan as the rate of interest was 10.25 per cent. Finally, it accepted the loan from HUDCO.

Union Minister Venkaiah Naidu had suggested to Municipal Administration and NMC officials to seek financial assistance from the Japan International Cooperation Agency (JICA) that provides loan at 0.3 per cent interest rather than accepting from HUDCO as it will be burden on civic body.

AP Youth Congress general secretary K Vinod Kumar Reddy had opposed construction of septic tanks near residential localities. He asked the NMC officials to construct septic tanks in a dedicated site at Allipuram.

But, the corporation officials are assuring residents that septic tanks would be constructed with latest technologies. Superintending Engineer (Public Health) T Mohan said that they will be using the technology being used in Kolkata, Mumbai and also in cities of Uttar Pradesh and Rashtrapati Bhavan where guidelines of the Central Pollution Control Board (CPCB) have been followed. But, Vinod Reddy said drainage lines for around 700 km will be dug in city which would be disaster for city denizens.
