The Finance Minister, Mr. Arun Jaitley participating in the discussion told the members the government is taking various steps to curtail inflation.
He stated that there is usually seasonal fluctuation in prices during the month of July.
With regard to increasing pulse production, Mr. Jaitley mentioned that the government is taking steps such as increasing procurement prices, giving bonuses to farmers, increasing crop area etc.
Rajya Sabha passed the Compensatory Afforestation Fund Bill.
The Bill establishes the National Compensatory Afforestation Fund under the Public Account of India, and a State Compensatory Afforestation Fund under the Public Account of each state.
These Funds will receive payments for: (i) compensatory afforestation, (ii) net present value of forest (NPV), and (iii) other project specific payments.
The National Fund will receive 10% of these funds, and the State Funds will receive the remaining 90%. These Funds will be primarily spent on afforestation to compensate for loss of forest cover, regeneration of forest ecosystem, wildlife protection and infrastructure development.
Participating in the debate, members raised their concerns on a range of issues.
Some of these were regarding procuring land for compensatory afforestation, the poor quality of compensatory afforestation plantations, and the need to augment the capacity of state department to utilise the funds.
The Upper House also passed the Lokpal and Lokayuktas (Amendment) Bill, 2016. The Bill replaces the provision under the Lokpal Act, 2013 related to the declaration of assets and liabilities by public servants.
While the new provision also mandates public servants to declare their assets and liabilities, it does not specify the manner of such declaration.
The Bill states that the form and manner of such declarations to be made by public servants will be prescribed by the central government.
