LED lights fail to glow due to absence of Centrally Controlling and Monitoring System
Even though it promised to provide a hassle-free LED lighting for the denizens, the civic body has been facing difficulty as the Energy Efficiency Services Limited (EESL) has failed to provide technical support for monitoring the failures through its Centrally Controlling and Monitoring System (CCMS) as part of the project.

It may be recalled that Nellore Municipal Corporation had replaced around 28,000 streetlights in the city and the activity started in May 2015. The Energy Efficiency Services Limited (EESL) was assigned to replace the traditional lighting system in the city through an agreement between the municipal administration department and the EESL.
Soon after arranging the LED streetlights, the civic body gradually removed all traditional lighting system in the city for lessening the burden of electricity charges. As per the agreement with the EESL, the civic body has to pay Rs. 2 crore for arrangement and maintenance of the lighting. Now, the Municipal Corporation has been complying with the norm of paying the amount even though there was no adequate maintenance by the organisation as mentioned in the agreement.
In fact, the EESL has to provide technical support through its CCMS which makes identifying the defective system or lighting for immediate replacement or repairs. The Centrally Controlling and Monitoring System which is used to controlling and monitoring the LED lights that accounts for over 17-20 pc of energy consumption.
The basic advantages of the system, according to experts, is that one can control or monitor all city lights from one place, where the monitoring system is placed. The proper data is available on the computer and mobile screen though Wi-Fi or satellite.
“It is easy to install due to wireless connectivity as part of CCMS. Lights can be controlled as on/off from any central office via network. There is a facility for easy data monitoring and analysis and advanced dimming solution which can save more energy.
But, we are unable to do this due to unavailability of technology from the EESL with very few staff deputed by them,” said a senior official from the Municipal Corporation. Due to its inability to locate the defective lighting system by CCMS, officials had to deploy their own staff for rectifying them with the help of EESL employees which turned out to be an additional burden on the civic body even though they were paying maintenance charges regularly.
The EESL had reportedly placed 15-20 staff for the project in the city and the civic body has been supplementing additional staff members for supporting them. As a result, there are no staff members to replace the defective lighting system on time leading to darkness on streets.
