He said the President and the Governor were the custodians of tribal areas as per the constitutional schedules five and six. Hence, the constitutional heads have to respond to the woes of lakhs of tribals, who would be displaced because of the project.

The constitutional rights of tribal communities in the area that would be submerged by the project should be protected. It was not proper to make the tribal population scapegoats in order to protect the interests of a few capitalists, he complained.

The merger of seven mandals of Bhadrachalam division in successor state of Andhra Pradesh was highly condemnable and undemocratic as it is against the aspirations of the tribals and non-tribals, who are living in those villages.

Speaking at a conference organised under the aegis of the Progressive Democratic Students Union (PDSU) at the University Law College in Hanamkonda, he lamented that since ages the tribals were being suppressed by the feudal minded leaders.

He said civil society, rights activists and entire Telangana population was opposing construction of Polavaram project but the leaders of Telugu Desam Party, Bharatiya Janata Party and Congress were maintaining silence. “Their MLAs, MLCs and MPs were also not raising the issue in legislative houses,” he noted. The Prime Minister Narendra Modi, who was making tall claims on tribal welfare, on the contrary acting against their interest, Seetaram Naik alleged.

Speaking on the occasion, the CPI (ML) New Democracy leader Potu Ranga Rao said Narendra Modi proved himself that he was anti-tribal when he gave green signal for Polavaram project in the first union cabinet meeting itself. He demanded the central government to withdraw bill merging of submerged areas with Andhra Pradesh.

The PDSU leaders KS Pradeep, P Yakaiah, tribal leaders V Anand Kumar, D Veeresh Naik and other leaders were present.
