Leader of Opposition in the Legislative Council Shabbir Ali accepted the challenge of Panchayat Raj Minister KT Rama Rao on the debate on city’s development and said that the earlier Congress regime had spent more than Rs One lakh crore for the development of Greater Hyderabad during the period of 2004-14.

Speaking to the media at the Gandhi Bhavan, Shabbir Ali pointed out the schemes implemented during the period by the Congress government including PVNR Expressway - Rs 600 crore, International Airport Rs 2,478 crore, Old City Special Package - Rs 2,000 crore, Hyderabad Metro Rail - Rs 14,500 crore and ORR - Rs 6,696 crore.

Shabbir Ali further said that the Krishna Phase-I launched in 1994 had the Phase-II and Phase III in 2006 and 2013 with an outlay of Rs 606.50 crore and Rs 1650 crore respectively. Also, Godavari drinking water scheme launched in December 2008 was implemented at a cost of Rs 3,725 crore, revealed Shabbir Ali who added that KTR is portraying that all the said projects were launched during TRS rule.

Mr Shabbir Ali accused the TRS government for delaying the Hyderabad Metro Rail project by objecting to its route and said that KCR's objection to the route and later getting convinced to accept the original design has caused financial losses of nearly Rs 2100 crore. He further questioned as to why the public should spend money to entertain KCR or KTR’s lack of wisdom in understanding a project.
