Hyderabad: Chief Minister K Chandrasekhar Rao has asserted that the entire cropping pattern in the State should be redesigned with an eye on soil condition, its characteristics, weather pattern and local situations so as to promote agriculture as a profitable profession.

Addressing the collectors’ conference here on Wednesday, KCR said that adopting a scientific approach in farming would yield good results and help farmers to come out of their debt burden. The Chief Minister asked the officials concerned to use PD Act against those supplying fake seeds and fertilizers.

KCR called upon the collectors to study various factors like rainfall, availability of water and get soil testing done before deciding on what crop would be best suited in that region. Horticulture should be encouraged in urban areas. Guidelines should be formulated about the type of crops to be raised in the lands under various irrigation projects in the State. In coordination with officials in the Agriculture Department, crop planning should be done in the districts, the Chief Minister explained.

Stating that district-level planning was necessary to prepare the State’s annual budget, the Chief Minister asked the collectors to send District Plans based on the needs and requirements of the each district. He directed them to prepare special plans for districts with predominant SC/ST population.

On developing Warangal city, KCR cautioned the district collector to ensure that there was proper and well-planned development. It should not be done in a haphazard manner. The Chief Minister said that the Government was keen to make Warangal the second largest city after Hyderabad and had sanctioned Rs 300 crore for the purpose. Efforts were also being made to develop the Mannanur Airport in the district, he added.

Collectors recounted their experiences at the ground level in the district over the past two months since the reorganisation of the districts. Women and Child Welfare Commissioner Vakati Karuna spoke about the advantages of women having deliveries at government hospitals.

Responding to this, the Chief Minister said there were adequate facilities in government hospitals for performing safe deliveries. Women, especially from the poorer sections of society, should be encouraged to go to government hospitals.

The Chief Minister asked the collectors to identify sites for setting up integrated collectors’ complexes, SP offices and multi-shop complexes at the district headquarters. He laid emphasis on the need to identify resource persons in the district who could be trained to educate people on cashless transaction system, use of credit and debit cards, mobile apps and other digital formats to promote cashless transactions.
