Greater Hyderabad Municipal Corporation yet to pay Rupees 300 crore to HMDA
In 2007, Hyderabad Urban Development Authority (HUDA) which is now known as Hyderabad Metropolitan Development Authority (HMDA) handed over 12 municipalities to Greater Hyderabad Municipal Corporation (GHMC) for granting building permissions to residential buildings.
Hyderabad: In 2007, Hyderabad Urban Development Authority (HUDA) which is now known as Hyderabad Metropolitan Development Authority (HMDA) handed over 12 municipalities to Greater Hyderabad Municipal Corporation (GHMC) for granting building permissions to residential buildings.
Since 2008, GHMC had been collecting development charges from the residential buildings but, was not transferring the amount to HMDA's account. As on date, apparently GHMC has to transfer more than Rs 300 crore, collected as development charges from residential structures, to HMDA's account.
The 12 municipalities handed over to GHMC include LB Nagar, Gaddi annaram, Uppal Kalan, Malkajgiri, Alwal, Kapra, Quthbullapur, Kukatpally, Serilingampally, Rajendra Nagar, Ramachandrapuram and Patancheru.
According to Government Order (GO) 457 dated 25 July 2007, government with a view to avoid dual control by GHMC and HUDA and to avoid public inconvenience had decided that within the GHMC area all the powers conferred under Andhra Pradesh Urban Area (development) Act 1975 relating to layout approvals and building permissions shall be delegated by special officer and GHMC Commissioner.
However, HUDA shall continue to exercise the power vested under the Andhra Pradesh Urban Area (development) Act 1975 for monitoring and detecting of development activity, contrary to master plan, zonal development plan, zoning regulations and building regulations.
The GO also stated that the applicable development charges levied shall be collected by way of demand draft in favour of Vice-chairman of HUDA and shall be forwarded to HUDA from time to time.
A senior HMDA official said according to the Act, GHMC has to pay development charges to HMDA but, since 2008, the GHMC had not paid development charges.
