Rajamahendravaram: The government's initiative to simplify registration process of lands in sub-registrar offices through Public Data Entry (PDE) system or online registration, aimed at eliminating the role of middlemen is not giving expected results. The online system was introduced in Rajamahendravaram and Kakinada registration districts in November on a pilot basis.
The web-based Public Data Entry (PDE) module will create the registration document in both English and Telugu language by people themselves on their own with entry of buyer, seller, property and witness details along with online payment of stamp duty and slot booking at sub-registrar office.
So far, 141 transactions took place in Rajamahendravaram and 178 in Kakinada districts so far under the PDE system. However, the people are not showing interest to register their lands through PDE due to lack of awareness and also fearing problems in future.
Under the system, land details like boundaries and names of the parties are only available and remaining details like adangals, etc., are not shown as in old system. Apart from this incomplete format, OTPs (One Time Passwords) are not generated for the mobiles of transaction parties causing frustration among the people who make transactions worth crores of rupees in some instances.
When contacted, stamps and registration department DIG T Saroja said that sub-registrars are conducting awareness meetings among the people on PDE system to implement the new mode effectively in all sub-registrar offices in the district from December.
"There are 18 sub-registrar offices under Rajamahendravaram district limits and 14 offices under Kakinada district limits. Some space is given in the format with options and the people who register their properties can write whatever they feel needed to be written in that and there is no problem.
Under this system, the registration document of the property concerned is also issued to the buyer in 24 hours or before it," Saroja said. She added that PDE system benefits a lot for the people and urged them to avail this facility.
