Illegal lucky draws flourish as top cops play party to it
A bumper lucky draw scheme which is also called prize chits is being run in the Kamareddy district headquarters here flouting all the laws of the land with the tacit support from the police and people’s representatives. It is being run by Lakshmi Ganapati Enterprises. Surprisingly, some of the police department officials are also subscribers to this scheme.
Kamareddy: A bumper lucky draw scheme which is also called prize chits is being run in the Kamareddy district headquarters here flouting all the laws of the land with the tacit support from the police and people’s representatives. It is being run by Lakshmi Ganapati Enterprises. Surprisingly, some of the police department officials are also subscribers to this scheme.
The scheme attracts the provisions of the Prize Chits and Money Circulation Schemes (Banning) Act, 1978 and it being conducted in violation of this Act. When the law is crystal clear against conducting bumper draws or prize chits, the organisers have been brazenly conducting the scheme with the police remaining indifferent.
The duration of the scheme is 12 months and each member pays Rs 1250 a month as subscription. If a member fails to pay the subscription amount for two months in a row, he will forfeit the membership and they are not entitled for any refund. In fact, 3,300 people are already enrolled in the scheme.
The lucky draw will be picked up from the lots at a function hall on the outskirts of the town every month. An amount of Rs 41.25 lakh is collected every month and it aggregates to Rs 4.94 crore annually. Every month, a bumper draw is conducted and the winner is picked, One month, 10 members are picked as winners of the bumper draw and the next month, 25 are picked.
In a month, the bumper prizes that are offered are 4 LED TVs and sometimes, motorcycles. In yet another month, cars will be offered as prizes besides LED TVs and motorcycles. Right from the first month to the 12th month, draw of lots will be picked.
Speaking to The Hans India here on Wednesday, a member who joined the bumper draw scheme said that the people are being wooed with the promises of giving attractive prizes. The subscription should be paid between 5th and 12th of every month and the draw of lots will be on the 15th of every month.
The draw of lots will be conducted only on receipt of full amount with the support of police and political leaders, he added. As some of the police department personnel also took subscriptions, the needle of suspicion points to the police as to whether are also involved in the scandal.
The Kamareddy DSP refused to give an interview when The Hans India sought an appointment. If the organisers of the lucky draw disappear overnight, the people will be duped to the tune of several crores of rupees. There have been many such bitter experiences in the past.
