Hyderabad: The High Court at Hyderabad has directed Mahbubnagar District Collector to ensure payment of rehabilitation and resettlement benefits to the displaced persons of Alur village within a week. It also directed the administration to provide house sites for 35 persons who have not been allotted so far.

Justice Suresh Kumar Kait gave these directions while hearing writ petitions filed by 265 displaced persons of Alur village in Gattu mandal of Mahbubnagar, which was submerging under Ryalampadu Balancing Reservoir, complaining of forcible displacement without completing R&R arrangements.

The judge on Tuesday had ordered the district collector, special collector and deputy collector to visit the village and the R&R centre and personally report to the court about the situation there, especially on the functioning of the school. Accordingly, the three high ranking officers were present in the court on Thursday during the hearing.

Senior counsel A Satyaprasad, appearing on behalf of the petitioners, pointed out that the District Collector T K Sridevi had not visited the village as directed by the Court. The judge took serious view of this and questioned the Collector as to why she did not follow the order. The collector informed that she was on leave on Wednesday to take her son to a doctor and therefore she could not fulfil the task.
The judge grilled her about the time she got to know about court order and whether she went on leave genuinely or not.

The special collector Vanaja Devi submitted video CD showing clips of school children at the new R&R Centre School. The judge pointed out that he could see only tens of students while the actual strength was 645 students. Photographs were also submitted by the officials to show that the school was functioning.

The judge asked the special deputy collector Venugopal, who had stated in his counter affidavit about the school functioning from the R&R Centre since the beginning of the academic year, whether he visited the Centre before filing the counter affidavit. He replied that he relied on the Revenue Divisional Officer in filing the affidavit. When the RDO Abdul Hamid was questioned by the judge, he admitted that he got the information from Tahsildar.

The officials experienced tense moments as the judge grilled them on various aspects of the case. He also warned that court orders must not be taken lightly by the officials and it was expected of them to implement the orders. The judge directed that all entitlements for the project displaced families must be given through bank payments within a week. The matter has been posted after three weeks.
